Bob Garlitzke was Commodore again for 1996 and 1997.

Under his leadership, The Sailing Club incorporated and coordinated an agreement with the City of Orlando to sponsor the newly named Community Sailing Program, with volunteer instructors still being provided from the membership of The Sailing Club, Inc.

The ribbon cutting ceremony in which Mayor Hood officially kicks off the City of Orlando's Community Sailing Program.  At the left, is Community & Youth Services Director Herb Washington.  Commodore Bob Garlitzke is on the right.

The Central Florida Chapter, American Red Cross' inventory of sail boats and equipment became the property of the City of Orlando, and the City of Orlando assumed financial responsibility for the program.  The American Red Cross continues to certify the students who successfully complete sailing instruction.
